Flood Insurance: Some Things to Consider - Donald Pennington

The United States has its fair share of natural disasters, and flooding is no exception. The federal government established the National Flood Insurance Program in 1969 to help protect homeowners against food damage. If you are not covered by flood insurance, you could suffer catastrophic losses during a flood.

?Price of Coverage

Your flood insurance premium is determined in part by the risk of flooding to your area. Homeowners who live in high risk flood zones will pay more for flood insurance than those living in low-risk flood areas. You can find out what flood zone your property is located in by typing your address in at www.floodsmart.gov. There is no predetermined price for flood insurance. There are several factors that affect your cost for coverage including what flood zone your home is located in, the age of your home, your deductible amount and the amount of flood coverage you buy. The best way to determine the cost of flood insurance is to get a quote from an insurance agent approved by the NFIP.

Lowering Your Cost for Flood Insurance
?
There are some ways for you to lower the price you pay for flood insurance. If you live in a flood zone, elevating your home could reduce your rates. If possible, you could also relocate your house to an area of your property that is on higher ground and above the flood base elevation. Of course, choosing a higher deductible will also lower your flood insurance premium.

Do You Need Flood Insurance??
Flood insurance is not just for homeowners in high risk flood zones. Flooding can occur in areas that do not normally flood when rivers and streams overflow banks. If you are buying a home, your mortgage company may require you to purchase separate flood insurance. Your homeowner's policy provides no flood coverage.

Eligibility
Y
our local community must participate in the NFIP program for you to purchase flood insurance. Communities participating in the NFIP program must implement measures to reduce the risk of future flooding. When a community enters the NFIP program, FEMA conducts a yearlong study to evaluate flood plains. The results of these studies are used in rating flood insurance policies. If you are not sure if your community participates in the NFIP program, ask for FEMA's Community Status Book which gives a list of communities participating in the program. It also lists communities that have been suspended from the program or withdrew from the program voluntarily. Your local insurance agent is a good resource to find out more about your community's NFIP status.

What is Covered?
Damage to your dwelling structure caused by flooding is covered by your flood insurance policy. A mobile home is an eligible structure as long as it is anchored to a permanent foundation. Contents and personal belongings kept inside your home can also be covered but you must purchase contents coverage separately.

What is not Covered

Structures not attached to your home including sidewalks, driveways, lawns, gardens and other land are not covered against damage by your flood insurance policy. Automobiles, business personal property of others and floating structures, such as houseboats, are not covered.

Where to Buy Flood Insurance

The NFIP allows insurance agents who are certified in flood insurance to sell policies to homeowners. You can locate an approved insurance agent at the NFIP website, www.Floodsmart.com.

Are you about to put your home on the market? Are you in the process of interviewing real estate agents to determine who will assist you? Great News! Stagedhomes.com can help you find an agent who will make your property stand out among others in your marketplace and guide you to how to sell your home faster and for the highest price possible.

I?m proud to introduce to you thousands of ASP? Real Estate Agents all across North America who have made the commitment to add Home Staging expertise to their businesses. ASP? Real Estate Agents have completed the Accredited Staging Professional? Course provided by StagedHomes.com, which includes hands-on instruction of a home that was listed on the market. ASP? Real Estate Agents have also pledged to abide by the ASP? Staging Code of Ethics and adhere to the Principles of Excellence as provided by the International Association of Home Staging Professionals?, IAHSP?.

Teamwork to Sell a Home

In addition to providing you with the traditional tasks provided by real estate agents, your ASP? Real Estate Agent will work with you to prepare your home for a sale. When appropriate, the ASP? Real Estate Agent will likely introduce you to a local ASP? Home Staging Professional. Home Staging requires teamwork between the agent, Stager, and the seller, and everyone has an important role. The agent manages the client relationship; the Stager helps set the scene to get the home sold faster and for more money.

Will Staging help sell my home?

Yes it will, and we have the numbers to proof it! Statistics gathered by Stagedhomes.com shows that 94% of homes Staged? by an Accredited Staging Professional?, ASP?, sell within 29 days compared to an average of 145 days for non-Staged? homes. ASP? Staged? homes are on the market 83% less time than a non-Staged? home.

You may have seen a Staging phrase I developed: ?Buyers ONLY know what they see, not the way it?s going to be,? and it?s one of the key reasons you need to Stage your home. Your ASP? Real Estate Agent will work closely with you and an ASP? Home Stager to make sure your home will helps prospective buyers visualize what it will be to live in a home.

When Should I Stage My Home?

These days most consumers start their search online and it is absolutely essential that a home for sale shows well before a prospective buyer has visited the property. A Staged home will have a tremendous impact both online and in person.

Virtually every day I hear from ASP? Real Estate Agents and Home Stagers who were hired to assist property owners after the home had been on the market for months and even years. Many are those who tell me about contracts being written as quickly as the day after Staging. Another Staging saying I created and encourage you to always remember is ?the investment of Staging your home is less than your first price reduction.?

Oppo previews sample shots taken with Find 5's Sony-made Exmor RS sensor

Sony Exmor RS

Sony pulled the plug on the original specs for its next-gen Exmor RS sensor, pushing a rollout for those modules into the new year. So while that move, made for quality control purposes, guarantees that a new batch of Xperias outfitted with the tech won't appear until 2013 at the earliest, imaging fanatics curious for a preview can get a sneak peek courtesy of Oppo. Baked into the Chinese manufacturer's newly announced Find 5 -- a quad-core S4 Pro Android Jelly Bean handset with a 5-inch 1080p display -- is the top shelf 13-megapixel version of Sony's sensor tech. Oppo's provided a few curated snapshots taken with the camera on its site and, as you'll see, the resulting images are rich with color and exhibit a fine level of detail. We'll reserve judgement until we can get our hands on a review unit for extensive testing. Until then, feast your eyes on the samples at the source below.

Personal Growth Is The Same As Individual Development

Almost anyone you know has the ability to give you insight into who you are from their perspective. Your friends, family and colleagues all know you pretty well.

TIP! Rid your life of unnecessary stress. You only create more stress than before when you over-react to negative events, and that is pointless.

You have to be in good physical shape if you want your personal development efforts to be as effective as possible. Simple activities like getting enough sleep, regular exercise and a healthy diet help your energy level remain high, giving you a greater chance of success on your self improvement quest. While it may sound simple, this is sometimes one of the most difficult things to do.

TIP! Encouraging faith by love will lead to a higher level of personal development. Faith cannot exist without love.

Begin today setting some money aside regularly for emergencies. This can help you to avoid always turning to your credit cards every time something unexpected arises. If you take a few dollars and put them into an emergency fund every week, you will build a nice amount of money to use whenever something unexpected arises. That fund can help us both in the short term and in the long term as our debt decreases instead of grows.

TIP! It helps to see your good points in writing. Write down everything you like about yourself.

Track your progress better through proper organization. Take your major goals, and break them down into small, manageable components. You can then achieve each of these minor goals more quickly. Monitor how you are doing using your daily planner, or you can make a journal that is specific to your goals for self improvement.

TIP! It is possible to handle difficult situations without allowing yourself to become overly emotional. If you can remain calm during stressful situations, you will feel confident enough to face anything.

Accomplish the things in life you want to accomplish. Not taking action to change your life just means you?ll be stuck with your current one forever. Take action on your dreams and do what you can to make them a reality.

TIP! Taking steps to improve your health is a very important part of personal development. In order to maintain a healthy body, you have to stay motivated to practice healthy eating habits and exercise.

Scrutinize your heart, soul and mind rather than being engrossed with your physical appearance. In the end, your looks do not matter that much. It is your personality and character traits that are going to define who you are in life. Work on improving yourself as a whole person rather than superficial changes.

TIP! Make each day a better one than the last. You should always try to improve yourself.

Research positive habits that have helped others become successful. Pick out the most essential success habits from each person you research, then practice these habits until they embed themselves into your daily routine. Persevere in developing good habits, realizing that they come in time. Many people accept the adage that habits are engrained within you in as little as 21 days.

TIP! The first step in any personal development program is the realization that you have room for improvement. Humans are just a very small bit of the universe.

A good attitude is essential to personal growth. A negative attitude won?t help you advance in life and may actually lead you down the wrong path. Instead, let go of negative thinking. Make a choice everyday to look on the positive side of things and watch your goal progression improve.

TIP! In order to expand your horizons, you should first make a list of goals. As an example, if confidence is what you are after, jot it down.

You should feel comfortable in your own skin and being the person that you are. Remember that everyone is unique, and do not feel bad if you are not the best at everything. Don?t worry about the skills you haven?t acquired yet, focus your attention on the skills you are already good at.

TIP! None of us can say that we haven?t made mistakes from time to time. One of the biggest mistakes that we often choose to ignore is our choice in foods.

It is important to know yourself and accept who you are as a person. Treat yourself kindly and be honest with yourself as the years pass, and enjoy knowing the one person who knows you best

We're live from MobileCon 2012!

MobileCon, the show formerly known as CTIA Enterprise & Applications, is ready to get under way in sunny San Diego. Despite its more streamlined name, we expect to see the same kind of stuff as years past; in other words, the show will be much more Enterprise-centric than any other mobile-related event we cover throughout the year. Don't let that scare you off too much -- with the plethora of new device announcements over the past month, we still hope to get our hands on some new and glorious pieces of hardware. Keep your eyes peeled right here as we bring you all of the best (and worst) from Southern California.

Tips For Maximizing Your Home Business Enterprise Success! - PDF

Tips For Maximizing Your Home Business Enterprise Success!

Would you believe it if you were told that it is possible to open a work from home business that would
allow you to leave your job at some point? Most of the people offering these opportunities make their
money by convincing others to purchase work from home packages. It is possible for you to make
viable income from home, but it takes time and patience. These tips will show you what it takes to
start your business.

You should consistently look toward the future and set goals for success. You can celebrate previous
successes, but always keep in mind that they are now history. Instead, it is important that you
concentrate on events which will occur the next day or week. You will then be prepared to tackle any
future problems and seize any lucrative opportunities that present themselves. Through this process,
you will never be surprised.

Learn to approach a small business with patience. Don't expect the home based business you've
created to become super successful overnight. It takes some time and hard work to establish a
successful work from home business, and as you gain experience, you'll see greater success. Be
consistent. That, in addition to patience, will take you far.

When you are running a business out of your home, you need to make sure to follow all safety
regulations, especially if there are children living there. This may mean that you have to put some
money into new equipment, and it may also mean you setting some rules and boundaries. That way,
you can rest assured that your loved ones are safe and that the danger of accidents stays low.
Having a home-based business does not exempt you from inspections.

Try starting a business, such as daycare or a service in which you do errands. Brainstorm ideas for
community service opportunities since there are always many ways to help people around you.

When starting out in a business, learn what rates are typically charged. Using the information you
gather, figure out how much you should be charging. It's important that you charge a price that is
worthy of the value you provide, that also allows you to make the money you need.

Your roadmap to success is a well thought-out business plan. Think about crafting one regardless of
whether you intend to seek investors or other types of funding. The process of working on a business
plan will prompt you to engage in the development of specific goals and action steps.

Patience is a must. Your home based business will not make thousands of dollars overnight. You
can't create a profitable business overnight. It takes time to gain the experience necessary to really
know what you're doing. By putting your mind to it and making sure you are both patient and
consistent when you run your business, you will reap the rewards of being a successful home
business owner.

One of the greatest resources for your home-based business is a functional website that you can use

to sell your products or services. This can get the word out about your business to a larger crowd of
people, and consequently deliver many new customers. You can speed up the process of
establishing your website and make it less of a hassle by enlisting the help of a professional.

Make sure you have a separate business account so there are records of business transactions. To
be effective, you must ensure that you use the account for all of your business expenses. This will
help you keep track of how much your business is making. You should also get a separate credit card
for business transactions, such as ordering supplies.

You should find out where you can locate your target audience in your local area and find ways to
market directly to them. Making a real world connection with your customers can sometimes be better
than reaching them online. Have a booth set up at community events or organize a sale in a certain
area.

Use a physical business address, not a PO box, for advertising your out-of-online business location.
Customers like to know that you are not faceless, but have a stable location. It helps your customers
to trust you, and it makes them think that you will respond.

You can build a strong mailing list by adding an option for visitors to enter their email addresses. You
should have this on each page of your website, so that a user will have more than one opportunity to
sign up.

It is essential to let your family and friends know what your work schedule is, so that they know to
give you time alone during those hours. Politely tell those friends or family who drop in that you are
busy working. You might ask that they wait in a different room while you finish the job at hand.
Suggest that they watch television or read a magazine during their wait.

Anyone who plans to launch a home business enterprise must secure the blessing and cooperation of
their friends and family members. Running your home business can be stressful and take a lot of time
and effort. If your family isn't on board, they will constantly interfere with your efforts to succeed.

Write a short description of your business, focusing on your values and goals. State the nature of
your business and your purpose clearly, as well as where you expect to take the company. Theses
sentences should describe what makes your business unique and what your business is trying to
achieve.

You must be motivated and conscientious to run successful home businesses. If the needs of your
business call for it, you may want to construct a separate structure for your business on your
property. This keeps customers out of your house, and may even be legally required for certain
businesses in certain municipalities. This can also help separate your professional life from your
personal life!

Working and living under the same roof is a recipe for a work life that starts to consume all of your
home life and destroy your work/life balance. You need to have a designated area where you run

your business and have an area in your house that is spent just for family and friends.

If you're the only owner of your business, you should be the only financial decision maker, too.
Consider the choice to hand out your company credit card carefully, as your ability to include
purchases in a tax write off may be negatively influenced.

Having a business card is an important tool for your success. There are many online companies that
will print your cards for little or no cost. Your cards should include all relevant information including
your name, your business name and logo and your phone number. Your cards should also provide
online contact info, like your site URL and your email. Providing several different contact methods
makes it more feasible for customers to reach you.

Many people would really like to stop working for a big boss, and start a online business.
Unfortunately, most of these people have no idea where to get started in their own work from home
business venture. Use the above advice to achieve success in your work from home business.

What a 1,000 mph Car Could Do for Your Commute

A supersonic car project aimed at reaching 1,000 mph combines the power of a military jet engine with a hybrid rocket. The ambitious effort won't take off until 2013, but the speed demon concept alone may inspire futuristic flights of fancy among even the most jaded commuters.

The BLOODHOUND Supersonic Car Project wants to outrace the ghosts of past cars and even airplanes by becoming? the second land vehicle to break the sound barrier ? its goal would shatter both the land speed record of 763 mph (1,228 kph) and the low-altitude air speed record of 994 mph (1,600 kph). A successful rocket motor test on Oct. 3 marked a necessary step toward a test run scheduled for the desertlike Hakskeen Pan region of South Africa in 2013.

A maximum speed of just above 1,000 mph (1,609 kph) would allow the car to pass speedy vehicles such as a Ferrari Enzo (218 mph, or 351 kph), Japan's magnetic levitation train (361 mph, or 581 kph), and a Boeing 787 Dreamliner passenger jet flying overhead (593 mph, or 954 kph). Passengers in the land? vehicles would hear only the resounding double thunderclap of the car's sonic booms as they were left in the dust.

The car design calls for a EuroJet EJ200 jet engine ? used by Eurofighter Typhoon fighter jets ? to propel the car up to 300 mph (483 kph).? A hybrid rocket motor would then kick in to push the car up to a maximum of 1,050 mph (1,690 kph). [Countdown: The World's Fastest Vehicles]

When the car hits 1,000 mph, the possibilities seem limitless for anyone behind the wheel. (It becomes even more intriguing if you can imagine a world where all roads go straight, traffic is nonexistent and your car has no need to refuel.)

  • You blink in about a third of a second. In that time, your car travels about one and a half NFL football fields (492 feet, or 150 meters).
  • A text message from a friend distracts you for just one second. Your car covers the distance equivalent to four and a half soccer (football) fields during that time.
  • You decide to go on a short road trip by traveling from NYC to San Francisco in just under three hours on highway I-80 (2,906 miles, or 4,677 kilometers). Or you could make the trip in a little over 2.5 hours if you travel as the crow flies (2,586 miles, or 4,162 kilometers).
  • An angry pedestrian whips out a .357 Magnum revolver and fires at your car after it has sped past. Your car outraces the speeding bullet.
  • You're having too much fun and don't want the day to end. You decide to "stop" the sun in the sky and prevent it from setting in your field of view by driving in the opposite direction of the Earth's rotation at the equator (our planet rotates at 1,070 mph at the equator).

But don't start hoarding cash for that dream 1,000 mph car just yet ? going that fast for even a few minutes still means pushing the limits of existing car technology to the extreme. For instance, the BLOODHOUND team has looked at aluminum alloy wheels as a possible candidate for handling the intense forces during such high-speed runs.

The challenge is undeniably huge. Yet the BLOODHOUND Project team based in Bristol, UK includes current and past land speed record holders such as Andy Green, a British Royal Air Force officer, and Richard Noble. Together, Green and Noble set the current land speed record by breaking the sound barrier in their Thrust Supersonic Car Project ? and they hope their new BLOODHOUND effort can prove similarly inspiring for scientists, engineers and mathematicians everywhere.

Scientists fret over FDA slowness on genetically altered animals

Scientists have created a genetically modified milk that lacks a key protein involved in triggering allergies ? an impressive technical feat that won plaudits in the biotechnology world.

But the development, published Monday in the journal Proceedings of the National Academy of Sciences, isn't likely to lead soon to less-allergenic milk. The process for getting government approval to sell food derived from genetically engineered animals appears to be a hopeless logjam.

A salmon with designer DNA has been in regulatory limbo since the Food and Drug Administration concluded that the fish appeared to be safe and without environmental risk two years ago. The company behind the fish, AquaBounty Technologies, is still waiting for the final regulatory steps and a sign-off from the FDA.

A herd of so-called enviropigs engineered to digest plant phosphorus more efficiently ? cutting feed costs as well as levels of polluting phosphorus in their manure ? was euthanized this year because of funding difficulties and public wariness about genetically modified organisms. Cell and semen samples have been banked in cold storage until the regulatory climate and societal attitudes improve, according to the Canadian scientist who was in charge of the project.

Goats that produce a protein in their milk that can help fight diarrhea in young children are being moved from California to Brazil for commercial development in what some scientists see as a more biotechnology-friendly locale.

Scientists are working on a range of products in various stages of development, including virus-resistant chickens, meat with healthier fat and mastitis-resistant dairy cows that would require fewer antibiotics.

But the slow pace of progress on AquaBounty's application has had a chilling effect on animal biotech efforts ? which are conducted in academic laboratories and small companies, not by the multinational corporations that develop genetically modified plants. Efforts have been foundering for lack of funding, or moving overseas.

AquaBounty Technologies has enough money to survive until the end of January, said Ronald Stotish, president and chief executive of the company, based in Maynard, Mass.

In frustration, more than 50 scientists and biotechnology leaders sent a letter to President Obama last month asking him to urge the FDA to move forward on the AquaBounty salmon decision.

"There is much more at stake here than just a fish," the scientists wrote.

UC Davis animal geneticist James Murray was one of those who signed the letter. He has engineered goats to produce the human protein lysozyme in their milk, which helps shape the bacterial flora in the gut and improve gastrointestinal health. Should his goats or someone else's transgenic animals come before the FDA, "we need them to make a decision," he said. "We need the political process to allow the science-based regulatory process to work."

Murray said he had arranged to move his transgenic goats to Brazil for development there because he saw no opportunity for regulatory approval or funding in the United States in the near future.

The new study on hypoallergenic cow milk was conducted at AgResearch in Hamilton, New Zealand, a government-owned research institution. Scientists genetically engineered cow cells to suppress the gene for a protein in whey ? called beta-lactoglobulin, or BLG ? that is present in cow milk but not in human milk.

Beyond creating milk that was less likely to cause allergies, the scientists wanted to understand the function of BLG in milk, an extremely complicated fluid packed with proteins, fats and sugars.

To remove the protein, the scientists engineered cow cells to make tiny RNA molecules that would interfere with the activity of the BLG gene, effectively silencing it. Then they used cloning technology to create a female calf from the genetically modified cells. Analysis of a small amount of milk obtained from the calf through hormonal induction found no traces of BLG.

For reasons the scientists do not understand, the milk contains elevated levels of a group of other proteins called casein, which also can trigger an allergic reaction. But that could be helpful for cheese-making, they said.

The calf is now about 11 months old, and the scientists intend to breed it next year so they can analyze the milk more extensively, said study coauthor Stefan Wagner, an animal geneticist at AgResearch. Among other things, they plan to see how it differs from conventional cow milk and test its allergy-reducing potential in mice, he said.

Dr. Robert Wood, director of pediatric allergy and immunology at Johns Hopkins Children's Center in Baltimore, said he doubted the milk in the study would help his patients. Though it's true that many children can't tolerate BLG, they usually are allergic to a variety of milk proteins, including casein. The higher casein therefore presents "probably the worst-case scenario for most of our patients," he said.

Even if the milk were further modified, the regulatory barriers and societal discomfort may present bigger challenges.

Though the public routinely consumes processed foods made with genetically modified corn and soybeans, the idea of eating products from transgenic animals will be tougher for consumers to accept, said Gregory Jaffe, director of the biotechnology project of the Washington-based Center for Science in the Public Interest.

"People feel different about eating animals than they do about crops, and when you're talking about cows and milk ? milk is something we give our children," said Jaffe, who was on an advisory committee that reviewed safety data for the AquaBounty salmon in 2010 and saw no cause for alarm based on the data he reviewed then.

Indeed, many animal geneticists said they suspected the regulatory stalling on the AquaBounty case had more to do with politics than an inefficient or overly fastidious FDA.

Politicians have repeatedly attempted to block approval of the genetically modified salmon, they noted. Some scientists say they suspect the roadblock is higher up in the Department of Health and Human Services or even the White House.

"We believe that the FDA has done its thing and that they believe the product is approvable, and that the process has been corrupted by political interference beyond the FDA," said Stotish, the AquaBounty chief executive.

FDA spokeswoman Morgan Liscinsky said in an email that the company's "application is still pending, and we do not have any information on a timeline." An environmental assessment is being conducted, she said.

The only FDA-approved transgenic animal product is an anti-clotting drug called ATryn, which is extracted from the milk of genetically modified goats. The drug, made by GTC Biotherapeutics Inc. of Framingham, Mass., is selling well, and the company plans to develop other lines of goats and rabbits to make milk-based drugs for patients with hemophilia, autoimmune diseases and cancers, GTC President Yann Echelard said.

Assessing Employee Growth and Development ? Leaders to Leader

Effective leaders manage by keeping their finger on the pulse of their employees? key activities. When tasks and assignments are delegated, leaders must take the time to review each employee?s progress against goals to determine what, if any, additional training and coaching is needed to successfully complete the assignment or to enhance his or her skills.

There is a twofold purpose of an assignment performance review. Leaders are receiving a progress report on the delegated task or assignment. They are allowing the employee to provide details and input on what has happened to date, and the results. The employee is also providing feedback on any problems, issues and concerns that may have surfaced. This allows the leader to provide insights and to suggest possible courses of action, if needed.

Related: ?Hire Character and Train Skills?

The second aspect of an assignment performance review is to assess professional employee growth and skill development. Properly performed, an assignment performance review allows leaders to guide and direct the professional development of their employees. This is the most important aspect of the review.

The purpose of delegation is not only to assign tasks and assignments, but to build and polish an employee?s skills and capabilities. Only when this happens can leaders know with confidence that tasks and assignments can be successfully delegated, and overall performance and results increased.

Related: Do You Have Faith in Your People?

When leaders monitor an employee?s performance, they are performing a mixture of a work and planning review with a developmental planning review.

A work and planning review directs and controls the employee?s performance in the traditional management sense, while a developmental planning review is designed to assist the employee in improving his or her personal skills. When reviewing the progress of a delegated assignment or task, the leader is doing both.

During an assignment performance review, the leader is reviewing the actual progress toward specific goals of the employee while also assessing his or her knowledge, attitude and on-the-job skills. During the review, leaders are not controlling and directing but seeking balanced input from the employee. In this manner, problems, issues and concerns are discussed while the leader probes with questions to identify the degree to which the employee has worked to resolve them. Leaders provide their insight or advice only after employees have given a full report of their progress, the problems and issues that have arisen, and the various alternatives they have tried.

Related: When Building Trust, by All Means Avoid These Six Behaviors

Throughout performance assessments, leaders need to build trust and rapport with their employees to develop deeper levels of loyalty. There are several things leaders need to avoid so the relationship with their employee is not undermined during these reviews. These include:

Unwarranted Criticism

Leaders should base their judgments and criticisms on facts, not supposition. They must avoid making unwarranted negative comments or judgments about the employee?s performance, attitude and decisions.

Analyzing the Employee?s Motivation

Leaders should avoid playing the role of an ?amateur psychiatrist? by not analyzing an employee?s motives or behaviors.

Controlling and Directing

Leaders should avoid giving a detailed solution to existing problems without asking employees for their input.

Threatening and Coercion

Since leaders are using delegation to develop employee skills, they should avoid at all costs any attempts to coerce and force an employee to do things their way. They should avoid threatening employees with intimidating and negative consequences.

Questioning

Leaders should avoid second-guessing their employees with questions about every idea, decision, recommendation or suggestion. The purpose of the performance review is to analyze performance regarding a delegated task and to assess how employee skills have improved.

Once the initial phase of the review has been performed and the assignment thoroughly discussed, the leader and employee should agree upon an action plan for the remaining portions of the project. The leader should include any plans for self-improvement and growth the employee may require, which may include additional training or coaching in specific skill areas.

Whatever the actual plans, leaders should make sure they are realistic, attainable, measurable and on a scheduled time line. Both the leader and the employee should know what will be done and how, and detailed milestones that the employee needs to achieve must be set.

Doctor to Speak of Challenges of Mental Health Care - Greenwich ...

Fairfield ? When the second leading cause of death among American servicemen stationed in Iraq and Afghanistan is suicide, why is there no hue and cry?

When the three leading causes of death among teenagers are car accidents, homicide and suicide, why has this not caused a flood of concern?

As a part of Mental Illness Awareness Week, Dr. Daniel Koenigsberg, MD, winner of the 2012 Exemplary Psychiatrist Award from the National Alliance on Mental Illness, will explore those questions and others when he speaks on ?The Challenges of Access to Care in 2012 and Beyond? at the First Church Congregational on Oct. 11.

?There are not only economic obstacles, there are cultural obstacles, legal obstacles and for sure there are obstacles in the health care system itself,? Koenigsberg says. Chief among the cultural obstacles are the stigma of mental illness and a lack of understanding that mental illnesses are truly medical conditions, he says.

?If it was malaria, there would major initiatives for treating the condition and doing preventative work, but that doesn?t happen with these conditions,? Koenigsberg says. ?I think it?s a combination of stigma and lack of understanding of the impact of mental illness, in the sense that it?s still not seen on a par with other medical conditions, even if it?s a leading cause of death.?

Not to mention that America?s health care system is ?procedure oriented,? so that, while heart surgeries costing upwards of $100,000 are readily reimbursed, veterans find reimbursement for therapy and medication to treat post traumatic stress disorder harder to come by, he says.

Koenigsberg will talk how current and projected changes in the delivery of healthcare services generally, and in mental health in particular, will affect the availability of care over time. And he will discuss the impact on the chronically mentally ill and the need for strong advocacy organizations.

The event is slated for 7:30 p.m. to 9 p.m. in Wakeman Hall of the First Church Congregational on 148 Beach Road. It is free and open to all, and light refreshments will be served. For more information call Judy at 203-650-3463.

What's The Best Exercise For A Flat Stomach ... - Fitness Newspaper

Published on September 26, 2012 by FASTERSally ????? No Comments

?

Everywhere you look today there are:

1. Magazines claiming to tell you the best exercises or workouts for ?six pack abs?.

2. Adverts for ab-sculpting equipment that will give you ?great abs in just 5 minutes a day?.

3. Group Fitness classes with ?ab sections? full of endless crunches, sit-ups and planks.

4. People in gyms working on their ?abs? and always looking for the answer to the question:

??????

?What?s the best exercise for getting great abs / a flatter stomach??

?

But what is the answer to this question? What is the secret to getting a flat, toned stomach or six-pack abs?

?

Well, in the past I have heard a number of answers to this question:

- I?ve read that celebrities claim that they do 500 sit-ups a day to keep their stomach toned;

- I?ve heard fitness professionals claim that working on the ?core? with planks and cable rotations (possibly while standing on a BOSU ball) is the key to having a flat stomach;

- I?ve heard martial artists and dancers say that they?re convinced that their activity is great for the abs because nearly every movement they do works the abdominals in different ways;

- I?ve also read that performing exercises that focus on strengthening the abdominals (e.g. hanging leg raises) for a small number of reps is much better for ?sculpting? the abs than performing endless reps of exercises that do not require as much strength (e.g. crunches).

?

But who?s right? If we want a flat, toned stomach should we be performing lots of crunches every day, dropping into a plank whenever we can, or performing a small number of ?Pull Up Pikemans? on gymnastic rings one or two times a week?

Well, a few years ago at a fitness convention I heard a speaker (I can?t remember who) say that the ultimate exercise for getting a flat stomach was something he called the ?Push Away? and in the time since then I have come to agree with him?

I firmly believe that if you want to get a flat, toned stomach, the Push Away is the best exercise you can do to help you reach your goal.

?

The Push Away

The Push Away Can be Performed in one of two ways:

1. When eating a meal, push the plate you are eating from away from you when you have eaten 80% of what is on it.

2. When a tempting ?treat? (like cake, chocolate, biscuits etc.)? is offered to you, push the food away from you.

?

Perform this exercise at least once a day and watch that belly fat disappear!

?

Okay, okay, so I?m being a little facetious here ? I?m not really advocating that you go around pushing food away from you every day. However, the point is that there really is no magic exercise that you can do to get a flat stomach and six-pack abs ? you can perform crunches or hanging leg raises ?till the cows come home but if those great abs you?re building are covered by a layer of fat, you?re still not going to have a visible six-pack or a flat, toned tummy.

The painful truth is that the state of your mid-section is primarily down to your diet ? if you want a flat stomach or great abs then the best exercise you can do is change the way you eat.

?

N.B: The Push-Away is NOT a genuine exercise. ?Changing the way you eat? is not as simple as eating less food ? the QUALITY of the food you eat is as important as the QUANTITY you eat?..but that?s another story for another time.

?

Air Force launching secretive X-37B space plane

The U.S. military's hush-hush robotic X-37B space plane is slated to blast off again next month, Air Force officials say. The mission will test the robotic spacecraft's reusability and may eventually land on the Florida runway once used for NASA space shuttles.

The X-37B space plane 's next mission ? called Orbital Test Vehicle-3, or OTV-3, because it is the program's third-ever spaceflight ? is scheduled to launch aboard an Atlas 5 rocket from Florida's Cape Canaveral Air Force Station (CCAFS) sometime in October.

"Preparations for launch at Cape Canaveral have begun," said Major Tracy Bunko at the Pentagon?s Air Force press desk. "We are on track to launch OTV-3 next month; however, the exact date remains subject to change based on range conditions, weather, etc."

A mysterious mission
As with the X-37B program's two previous spaceflights ? OTV-1 and OTV-2 ? OTV-3's payload and mission details are classified. But the focus remains on testing vehicle capabilities and proving the utility and cost-effectiveness of a reusable spacecraft, Bunko told SPACE.com. [ Photos: The X-37B Space Plane ]

Bunko said in an earlier communiqu? that this third flight will use the same X-37B spacecraft that flew the first test flight, the OTV-1 mission, back in 2010.

That maiden voyage of the miniature space plane lasted 225 days. It launched into orbit on April 22, 2010, and then landed on Dec. 3 of that year, zooming in on autopilot over the Pacific Ocean and gliding down onto a specially prepared runway at Vandenberg Air Force Base in California.

    1. Beyond-the-moon base stirs up buzz

Science editor Alan Boyle's blog: A concept that calls for building a deep-space outpost beyond the moon's orbit has stirred up some positive buzz from space pioneers ? including Apollo 11 moonwalker Buzz Aldrin.

A different X-37B vehicle made a similar Vandenberg touchdown this past June 16, having stayed in orbit for 469 days on its OTV-2 mission.

The X-37B program is being run by the U.S. Air Force Rapid Capabilities Office. The two space planes ? which are 29 feet (8.8 meters) long and 15 feet (4.5 m) wide, with a payload bay about the size of a pickup truck bed ? were built by Boeing Government Space Systems.

While they're sparing with details about the X-37B program, Air Force officials say the vehicles enable them to test out how new technologies perform in space.

?One of the most promising aspects of the X-37B is it enables us to examine a payload system or technology in the environment in which it will perform its mission and inspect them when we bring them back to Earth,? Bunko said. ?Returning an experiment via the X-37B OTV enables detailed inspection and significantly better learning than can be achieved by remote telemetry alone.?

A new landing site?
While both previous X-37B missions touched down at Vandenberg, the Air Force is considering landing future flights at NASA's Kennedy Space Center in Florida, next door to the Cape Canaveral launch site.

In fact, the Air Force is currently conducting taxi and braking tests as part of an ongoing appraisal. The prospect of a returning the robotic space plane to the KSC landing strip ? which was used by NASA's now-retired space shuttle fleet ? is seen as a cost-saving measure.

"We are also considering consolidating landing, refurbishment and launch operations at KSC or CCAFS in an effort to save money," Bunko said.

?We are seeking to leverage previous space shuttle investments and are investigating the possibility of using the former shuttle infrastructure for X-37B OTV landing operations," Bunko added. "Those investigations are in an early state, and any specifics will not be known for some time, but could potentially be used as early as for the landing of OTV-3."

India spinners dismantle England

India?s spinners rode roughshod over England as they led their team to a comprehensive 90-run victory in their ICC World Twenty20 match at the R Premadasa Stadium in Colombo on Sunday.

Full Scorecard: England v India

England, chasing India?s 170 for four, stumbled to 80 all out, their lowest score in T20 internationals, with off-spinner Harbhajan Singh claiming 4-2-12-4 and leg-spinner Piyush Chawla nabbing 4-1-13-2.

England and India had already qualified for the Super Eight stage of the competition but while England fielded a near full-strength team India opted to rest several of their senior players including batsmen Virender Sehwag and Sachin Tendulkar and left-arm quick Zaheer Khan.

Harbhajan and Chawla?s efforts saw England lose their last eight wickets for just 41 runs as they were bowled out in 14.4 overs.

England made a poor start to their innings as they slipped to 18 for two with left-arm quick Irfan Pathan (2-17) claiming the wickets of Alex Hales (0) and Luke Wright (6).

The introduction of spin into the attack then rocked England when Harbhajan bowled Eoin Morgan (1) and Chawla castled Jonny Bairstow with a googly before having Craig Kieswetter caught at first slip as England slumped to 51 for five.

This video is not available in your region

Kieswetter had looked to be England?s best chance of pulling off a victory as he slapped his way to 35 off 25 balls but his team were in the midst of a horrendous collapse and Tim Bresnan (1) hoisted a Harbhajan delivery straight to Gautam Gambhir at deep square leg as the heart of England?s batting was ripped out.

Harbhajan then claimed two wickets in an over when he bowled Jos Buttler (11) and had Graeme Swann (0) stumped.

Rohit Sharma had earlier provided India?s innings with some late impetus as he blazed his way to 55 not out off just 33 balls with five fours and a six.

Sharma brought up his half-century off 31 deliveries and he pounded a six and a four off the last over of the innings which eventually produced 17 runs off the bowling of paceman Jade Dearnbach.

Virat Kohli and Gambhir set the innings up with a second-wicket partnership which produced 57 runs off 7.5 overs.

Kohli looked in particularly good nick with some of his driving being rather pleasing on the eye.

But the elegant right-hander departed for 40 off 32 balls when he lifted a delivery from off-spinner Swann to the deep midwicket fielder.

Kohli?s wicket was just reward for Swann who offered the batsmen very few loose deliveries as he returned figures of 1-17 off four overs.

Opening batsman Gambhir was relatively sedate as he scored 45 off 38 deliveries before he departed in the 16th over when he edged a delivery from seamer Steven Finn through to keeper Kieswetter.

Mahendra Singh Dhoni (9) was the last man out thanks to a wonderful catch at long on after Buttler grabbed the ball but flicked it back infield as he went over the boundary rope with Hales on hand to complete the catch.

Libya: Empire or Dignity ? ZERO ANTHROPOLOGY

[Part 6 of 6 of my series on "Dignity," this article is itself divided up into a series of articles, each one partly derived and adapted from my book on NATO's war against Libya. See the bottom of the articles for more details.]

?May God bless them,? U.S. Secretary of State Hillary Clinton spoke with affected piety the day after Christopher Stevens, the U.S. Ambassador to Libya, and three other Americans had been slaughtered in an armed assault on the U.S. consulate in Benghazi on September 11, 2012. Clinton sounded like a high priest of empire as she continued, ?and may God bless the thousands of Americans working in every corner of the world who make this country the greatest force for peace, prosperity, and progress, and a force that has always stood for human dignity?the greatest force the world has ever known. And may God continue to bless the United States of America?.

The greatest force for human dignity that the world has ever known: this surges far beyond hyperbole and into distant constellations of theological fantasy. Just the past decade witnessed the calamity that the U.S. wrought against Iraq, in another unprovoked and unjustified attack, with the murder of hundreds of thousands of Iraqi civilians, accompanied by torture, mass displacement, impoverishment, and a vast spread of lethal sickness from both the destruction of civilian infrastructure and the dense amounts of depleted uranium dust unleashed by exploded U.S. ordnance. There too, the U.S. has created a vast training ground for Al Qaeda forces that are as active as ever, in the name of denying Al Qaeda a safe haven and putatively avenging the attacks of September 11, 2001. Even if we restrict ourselves to Iraq alone, it ought to be astounding that any U.S. official could feel that she had the legitimacy not just to claim the moral high ground, but the entire territory of morality and human dignity. But this is how imperial ideology produces its myths, exploiting moments when Americans are killed to invite domestic listeners into a state of collective amnesia, reassuring them of their greatness in the eyes of God, as they are the innocent people who can do no wrong. Every attack they suffer must therefore be explicable only in terms of the dysfunctionality and the congenital and innate perversity of others. In the words of Obama, the dead Americans in Benghazi, ?exemplified America?s commitment to freedom, justice, and partnership with nations and people around the globe, and stand in stark contrast to those who callously took their lives?. Thus the empire of ?dignity? comes full circle in denying dignity to all others, in the name of dignity.

Nobody ever said that myths had to be either rational or fair, and the same is true of the myths of interventionist ?humanitarian protection,? with all of the mass mediated hypes of ?genocide,? the campaigns to ?Save Darfur? as Americans committed massacres in Iraq and Afghanistan, and the absurd expeditions of Hollywood celebrities to bring warmth and comfort to those oppressed by others. With a heightened sense of their own entitlement as a people blessed by God and destined to rule the earth, their overweening estimation of their own dignity is accompanied by an equally lordly view of ?justice?. The basic structure of belief in providence in shaping empire has changed little since the U.S. wars against Indigenous resistance in the nineteenth century and its invasions and occupations of Central American and Caribbean nations.

In response to the killing of American diplomats and Marines in Benghazi, Clinton vowed, ?nor will we rest until those responsible for these attacks are found and brought to justice?. Obama added to that: ?We will not waver in our commitment to see that justice is done for this terrible act. And make no mistake, justice will be done?. By now, we should understand what the U.S. leadership can mean with such statements, which can include everything from secret detention, to torture, to extrajudicial executions via drone strikes. With a reelection to safeguard, Obama will want Libyan heads on platters. In the past decade, ?bringing to justice? has rarely meant simply arresting persons and bringing them to face fair trials. When the U.S. kills its adversaries, it calls that ?justice??yet when Gaddafi acted against the same forces, often in response to attempted coups, armed revolts, and assassination attempts, his actions were instantly chalked up to the atrocious ?human rights record? of a ?brutal dictator?. Likewise, the U.S. claims its counterinsurgency in Afghanistan is about nation-building and winning hearts and minds, but Gaddafi?s counterinsurgency in 2011 was a ?threat to civilians? that mandated international action to stop it. A hue and cry was raised when Gaddafi referred to his opponents as rats and cockroaches?returning the favour, I might add?but thus far none has protested the language of Hillary Clinton when referring to some of the very same people as ?savage?. Again, this contradictory dualism is the work of imperial mythology, where justice and dignity?like capital?accrue only to the dominant and are denied of the dominated.

?United State [sic] of America: You Have a New Ally in North Africa?

If Clinton and Obama feel that they have the moral authority to publicly and internationally proclaim the dignity and justice of U.S. actions, it is not in small part due to how intervention in Libya was used to give the international image of the U.S. a cosmetic makeover. Apparently believing that its sins in Iraq, Afghanistan, Yemen, Somalia, Pakistan, and elsewhere would be forgiven and forgotten, U.S. soft power was painted over and redeployed, with the U.S. once again promoting itself as the liberator and protector of Arabs and Muslims. The majority of the North American and European left?reconditioned, accommodating, and fearful?played a supporting role by making substantial room for the dominant U.S. narrative and its military policies. Even here we could find self-described anti-imperialists and Marxists who conceded ground to the State Department which would then be used to amass support for intervention: Gaddafi, in their view, was a dictator, even a collaborator of the West, he should not be defended, and he had to go?and thus they agreed to make an issue out of Gaddafi, not empire. The left joined the choir, and the State Department pointed to the choir in justifying the idea that ?the international community? was speaking with one voice against Gaddafi. Other supposed anti-imperialists and ?leftists? (including some Marxists, anarchists, and social democrats) even backed the military intervention to ?save Benghazi?. In both approaches, the U.S. and other NATO political and military leaderships would benefit from what was at the very least half-praise from supposed ideological opponents at home. These approaches were derided by Latin American socialists, Pan-Africanists and African nationalists alike, who were the only real bastions of anti-imperialism in this entire story. The ?neither-nor? ? la carte attitude?neither supporting Gaddafi nor supporting NATO (with some exceptions to the latter)?with prompt denunciations of ?Stalinism,? paid scarce attention to who stood up against U.S. and NATO intervention in Libya: it was not Benghazi, which played an active role in legitimating and boosting the makeover of the U.S. reputation among Arabs.

Turning a blind eye to Sirte, and a racist blind eye to the plight of black Libyans and other black Africans at the hands of the insurgents, the European and North American left did nothing to oppose imperialism, and have suffered an irreparable loss of international credibility while cementing a North-South dividing line among socialists. It seems that the left of the global North bought into the dominant U.S. self-image of being a ?force for dignity,? fearful that its status would be?imperilled?by seeming to support ?dictators? and being aligned with ?Stalinists? (they were quick to adopt the cherished epithets of the very same ?neocons? that they claimed to loathe). Instead, they effectively opted for imperialism and for the global dictatorship of the U.S., with far more blood on its hands than any number of such ?dictators? combined. In denouncing Gaddafi, just as the U.S. was gearing up to depose him, they legitimated the position that Gaddafi?s leadership was somehow the root or the pivot of the intervention, thereby inevitably even if indirectly supporting regime change. They spoke as if all political systems must be identical to ours to be deemed democratic. They treated us to jejune formulas, with fatuous warnings to ?Gaddafi supporters?: ?the enemy of your enemy is not your friend?. Somehow, they failed to heed their own warning as they embraced the ?valiant revolutionaries? of Benghazi, paying heed to neither their racist outrages nor the presence of Islamic reactionaries. In this they shared the same exuberant na?vet? of the rightwing militarist Senator John McCain who, after touring Benghazi himself, declared with total confidence: ?I have met with these brave fighters, and they are not Al-Qaeda?. Yet, Al Qaeda?s very own second-in-command was the Libyan Abu Yahya al-Libi, whose own brother is a senior commander in the Libyan Islamic Fifghting Group. In response to the killing of Ambassador Stevens, McCain could not avoid signaling a u-turn: ?It [was] a planned enemy attack, and we all know who the enemy is? (see this and that)?indeed, the enemy?s enemy, who was your friend.

King Idris I of Libya shaking hands with U.S. Vice-President Richard Nixon in March of 1957. (Source: Mohamed Yousef el-Magariaf via WikiMedia Commons)

But then what enemy was Gaddafi? According to the historical revisionism of the left in the global North, who want to have their cake and eat it too, Gaddafi would now be promptly reinterpreted as a friend of the West, one who ?collaborated? with the U.S. ?war on terror?. Yet, it was Gaddafi?s war on Al Qaeda that not only long preceded that of the U.S., it was Gaddafi who was personally the target of assassination attempts by Islamic extremists. In the years Gaddafi?s Libya fought such extremists, the U.S. and Britain actively collaborated with them, first in Afghanistan, then in Bosnia and Kosovo, and in trying to assassinate Gaddafi. It was not Gaddafi who collaborated with the West?s ?war on terror??it was Gaddafi who persistently, even obsessively sought to reorient the U.S. into supporting Libya?s own war on terror. Numerous U.S. embassy cables show Gaddafi constantly lecturing against the U.S. and Saudi Arabia for supporting extremists, and wanting to see a change in this policy. Also numerous were the times that U.S. embassy officials seemed entirely indifferent. It is true that the U.S. renditions sent Libyan extremists back to Libya, on rare occasions. What especially irked those funding and arming groups such as the Libyan Islamic Fighting Group, was that unlike the U.S. with its appeals to ?democracy? and ?human rights,? Gaddafi could fight Islamic extremism on its own turf. Unlike the U.S., Gaddafi could deploy Muslim missionaries across the planet, developing networks through the World Islamic Call Society, and founding prominent mosques in numerous nations.

Given the attack on the U.S. consulate in Benghazi, it is worth recalling in more detail what U.S. diplomats recorded when Gaddafi was in power. In a 2005 meeting with Libyan diplomats and intelligence officials, U.S. diplomats were told ?the Saudis were to blame for inciting trouble in Libya,? that the Libyan opposition, ?derives from radical Islam,? and the Libyans asked the U.S. to influence the Saudis and to ?ask them to rein in the Islamists?. In his meeting with Congressman Tom Lantos, the U.S. embassy recorded in a cable marked ?secret? that Gaddafi went to great lengths to impress upon the visiting U.S. delegation the threats posed by Wahabi/Salafi extremism: Gaddafi ?dedicated the majority of time to an hour-long t?te-?-t?te with Representative Lantos focusing on Wahabism in Saudi Arabia, which has become one of his standard topics?; and, intelligence chief Abdullah Senussi ?took credit for the GOL [Government of Libya] putting Osama bin Laden on an Interpol watch list in 1997, showing that they had an inkling of events to come far in advance of 9/11.? Gaddafi also accused the U.S., in a meeting with Senator Arlen Specter, of supporting Wahabi extremists.[1]

It is understandable that, in an uncritical reading of U.S. embassy cables, one could form the opinion that Gaddafi collaborated with the U.S., when it was more the other way around, and not always. It was the late Christopher Stevens himself who reported the following in a cable marked ?secret?:

?Libya has been a strong partner in the war against terrorism and cooperation in liaison channels is excellent. Muammar al-Qadhafi?s criticism of Saudi Arabia for perceived support of Wahabi extremism, a source of continuing Libya-Saudi tension, reflects broader Libyan concern about the threat of extremism. Worried that fighters returning from Afghanistan and Iraq could destabilize the regime, the GOL has aggressively pursued operations to disrupt foreign fighter flows, including more stringent monitoring of air/land ports of entry, and blunt the ideological appeal of radical Islam. The Qadhafi Development Foundation brokered talks with imprisoned members of the Libyan Islamic Fighting Group (LIFG) that led to the release earlier this year of about 130 former LIFG members. The GOL considers the program an important means to signal willingness to reconcile with former enemies, a significant feature of Libya?s tribal culture. Libya cooperates with neighboring states in the Sahara and Sahel region to stem foreign fighter flows and travel of trans-national terrorists. Muammar al-Qadhafi recently brokered a widely-publicized agreement with Tuareg tribal leaders from Libya, Chad, Niger, Mali and Algeria in which they would abandon separatist aspirations and smuggling (of weapons and trans-national extremists) in exchange for development assistance and financial support. Libya also cooperates closely with Syria, particularly on foreign fighter flows. Syria has transferred over 100 Libyan foreign fighters to the GOL?s custody over the past two years, including a tranche of 27 in late 2007. Our assessment is that the flow of foreign fighters from Libya to Iraq and the reverse flow of veterans to Libya has diminished due to the GOL?s cooperation with other states and new procedures. Counter-terrorism cooperation is a key pillar of the U.S.-Libya bilateral relationship and a shared strategic interest.?

The Libya that the U.S. has now ?created? after months of devastating bombings is almost the exact opposite of what Stevens described above: Libya now lacks the power that creates the agency necessary for ?cooperation? and the Islamic extremists that Libya countered, through its own network of African and Middle Eastern collaboration, have been unleashed, killing the very author of the cable above. Michael S. Smith, author of a report titled, ?A View to Extremist Currents in Libya,? argued that, ?the very extremist currents that shaped the philosophies of Libya Salafists and jihadis like (Abd al-Hakim) Belhadj appear to be coalescing to define the future of Libya? (source)?the significance of Balhadj (Belhaj) is that he became the head of the Tripoli Military Council following the overthrow of Gaddafi, his militia was backed by Qatar, and he is a former head of the LIFG who fought in Afghanistan with Al Qaeda and recently ran in Libya?s elections (source). It?s clear from the U.S. embassy cables coming out of Tripoli that Christopher Stevens, author of many of the cables on Islamic extremism, was keenly aware in considerable detail of the nature and degree of Islamic militancy in eastern Libya, particularly in Derna (see here, here, here, here, and there). When Gaddafi stated in an interview with the BBC, early in the 2011 rebellion, that these ?are not my people, they are al-Qaeda,? he was guilty of making a sweeping generalization at worst, but not of being completely wrong, and the U.S. would have known that at the time.

To cast the cooperation referred to in the cable quoted above in conspiratorial terms as a subordinate collaboration requires an even more fanciful position because why, after all, would the U.S. overthrow a valued partner? Why would Stevens himself actively work with rebels in Benghazi to overthrow Gaddafi? The question opens the door to the narrative that the U.S. was so shocked by Libyan human rights abuses, which it discovered in February of 2011, that it could do nothing but act against Gaddafi. In other words, here too the denunciation of Gaddafi as a ?collaborator? can serve to legitimate Western intervention and regime change, and at the very least it works to silence opposition to regime change. When empire called, many were cowed.

After Clinton cast the U.S. as the greatest force for human dignity ever known, it was unsurprising to hear Obama dust off a statement from a former Secretary of State, Madeleine Albright, when he told Telemundo that the U.S. is an ?indispensable? nation. The U.S. plans to make itself ?indispensable? to Libya?s future, with a vengeance. After the killing of its embassy staff, State Department spokesmen announced that AFRICOM was rapidly deploying a Marine Corps ?fleet antiterrorism security team? (FAST) and two warships ostensibly ?to secure the diplomatic facility in Tripoli, our Embassy, and protect U.S. citizens as needed,? but they also added, ?the Department of Defense is ready to respond with additional military measures as directed by the President? (source; source). The U.S. also dispatched CIA and FBI agents, as well as Predator and Reaper drones (source). Obama notified Congress that forces ?equipped for combat? were being sent to Libya, this time choosing to abide by the War Powers Resolution, which might also suggest a longer term commitment to have ?boots on the ground? (source).

From this point onwards, it should be obvious to all Libyans that with the destruction of the Jamahariya, the U.S. will feel free to march in at will. Having begged for NATO intervention, and emphasizing the need for ?protection,? those Libyans that called for and relied upon foreign support cast themselves as helpless creatures, incapable of either self-defense, or other forms of resistance, or even flight. Extended to the present, the ?helpless Libyan? has become the Libyan incapable of self-rule. This is a bleak vision of humanity that has been erected by the ?humanitarians? and by some Libyans, one at odds with history, sociology, and anthropology, which are rich with countless cases of people who have been able to fight, resist, and practice multiple forms of self-protection?indeed, local actors struggling for change often prefer their own solutions over those imposed by outsiders. It?s as if everything we had learned had been dismissed and erased by both NATO and the ?responsibility to protect? crowd, forcing some to go back and relearn some very basic lessons, even if they do so with reluctance to sacrifice the agency of international interventionists (see for example here and here). Whether it is the motive or outcome is an academic question, but this tenacious unlearning of resistance and self-protection is the basis for creating a neo-colonial relationship of dependency. Those who speak of the ?responsibility to protect? of course never utter terms such as ?neo-colonialism,? except maybe to mock it; no, instead their world is populated only by the victims of dictators, and themselves as the liberators.

Notes

[1] There is a naming controversy around how some attach the label ?Wahabi? to the Salafis?the details go beyond the scope of what is presented here, suffice it to say to the reader that ?Wahabi? is another name for Salafi, but one that Salafis themselves normally reject.
